Lectures are in three parts:

I. describing the rise of consultancy expertise in energy as an art of prediction;

II. building on recent Arctic developments to show how expert knowledge penetrates public policy-making;

III. opening up performative/transformative dimension of key events –- encounters where private expertise meets public decision-makers by invoking carnivals, rituals, images.
